Correct. But you should have said that the denominator should be less than the numerator, because when you say number, you are implying that the number is whole. Also, you can convert improper fractions to mixed number fractons. Fractions need to have at least 1 whole and more to be considered improper of mixed number, so yes, you are (mostly) correct. Just phrase it differently.
